CALL TO ORDER: The meeting was called to order at 3:15 p.m. at Ocean Campus, Arts Ext. 302.
MINUTES: The minutes of 1/29/08 were approved.
DELTA DENTAL INSURANCE CRISIS: Chris Hanzo discussed the massive problem with Delta Dental when they converted to a new system. Many faculty have been returned to the 70% coverage level that new hires receive. Delta has so far refused to do a general audit of CCSF claims. The Local is working along with CCSF Human Resources department to assist faculty with problems. Faculty are urged to report any problems to the Local.
NEGOTIATIONS UPDATE: Chris Hanzo noted that we are in negotiations on the
implementation of Article 12 of the contract (upgrades) since it is not being
implemented by many hiring committees. Article 12 provides inside candidates
preference, all other things being equal. Committees have apparently not
been receiving a hiring handbook, which includes instructions on implementing
Article 12. The District is not being adversarial, but they're not saying
how they will solve the problem. We need to work on a remedy with the District.
It was suggested that Article 12 training be paired with affirmative action
training for hiring committees.
Part-time job consolidations are initiated by requests by department chairs.
Faculty should discuss implementing consolidations with department chairs
at meetings and other venues. However, individual confrontations with department
chairs should be avoided. Adequate enrollment is needed for consolidations,
and part-timers with reemployment rights are not affected. The system for
consolidations is evolving, and problems are still being worked out.
Smoking bans or restrictions are a negotiable item since they impact faculty.
The current law stipulates that smoking is permitted more than 20 feet from
a building entrance. Smoking areas are also permitted. Problem areas exist
on campus where the rule is being not being enforced. It is easier to enforce
restrictions to designated areas than to enforce the 20-foot limit, although
that must be better enforced. More signs are needed to indicate where the
designated smoking areas and ashtrays are. The consensus was to enforce the
laws in place and not advocate for a complete smoking ban. We agreed not
to limit personal freedom, cut off access to the campus for instructors and
students by agreeing to institute a complete smoking ban.
We agreed that instructors should receive credit for column movement if textbooks they’ve written are used in classes. We will study the Foothill College provision, which gives salary rewards for teacher-authored textbooks; some colleges give credit for other academic activities. It was agreed that the local should investigate what other colleges have in their contracts in this regard.
POLITICAL ACTION: A mass mobilization in Sacramento against the Governor’s budget is in the planning stages. A march will take place on the fifth anniversary of the war on Wed., Mar. 19, from 5 to 8 p.m. at Civic Center. A May 1 immigrant rights march is scheduled from 1 to 3 p.m., meeting place TBA. UESF’s Ken Tray announced a demonstration by UESF against the $4.8 billion budget cuts to education on Tuesday, Mar. 11, at the State Building from 4 to 6 p.m. AFT 2121 has promised to respond.
CFT CONVENTION: The resolutions subcommittee will meet Fri., Apr. 3-5. AFT2121
has an important resolution regarding STRS service credit for part-time faculty.
A change in the Education Code is probably needed to ensure that part-timers
receive the service credit they are entitled to. Cliff Liehe has been working
on this issue for some time, and Chris Hanzo has contacted Carolyn Widener
on the STRS board about the problem.
Motion: We should support AFT2121’s resolution as
amended on revising the education code for part-time retirement and equitable
STRS credit. Seconded and passed.
It was noted that it will probably be too expensive to have a CFT convention
in San Francisco again.
Motion: We should help finance a party, at the CFT convention
in Oakland on Fri., Apr. 11, and share the cost with other locals in the area. Seconded
and passed.
Motion: We should open a COPE meeting. Seconded
and passed.
Motion: We should allow $600 for a table at the Cesar
Chavez Breakfast on Mon., Mar. 31. Seconded and passed.
Motion: We should allow $600 for a table at the Asian
Coalition Dinner on Fri., Apr. 25. Seconded and passed.
Motion: We should allow $600 for four persons to attend
the Philip Randolph Dinner on Fri., Apr. 18. Seconded and passed.
Motion: We should allow $100 for the “Pride at Work” Queer
Your Union Organizing Project. Seconded and passed.
Motion: We should hold an endorsement meeting within the
next ten days for SF Supervisor. Yes: 3. No: 6. Abstain: 4. The
motion failed.
Motion: We should endorse Bill Shield’s proposal to award
½ credit for a four-hour labor studies class to get students involved in union
activities. Seconded and passed.
We will put political endorsements on the March General Membership Meeting
agenda as well as the organizing for social justice training class that Allan
Fisher mentioned.
Motion: We should direct AFT2121’s Labor Council Delegates
to support Carole Migden for state senate if the issue arises. Seconded
and passed.
OLD BUSINESS: We should revisit the issue of administrative hiring, as the number of administrative appointments has been increasing.
NEW BUSINESS: Chris Jackson, who worked hard in supporting Prop 92, is running for Community College Board.
ADJOURNMENT: The meeting was adjourned at 5:31 p.m.
