UNAPPROVED minutes of the AFT2121 Delegate Assembly 4/27/10

ATTENDANCE: Delegates: Charles Belbin, Merle Burnick, Terry Doyle, Warren Mar, Billington Mbolo, Jacob Pickeny, John Robinson, Carmen Roman-Murray, Robert Schuricht, Jennifer Worley, Howard K. Yu. Executive Board Members: Ron Bixler, Allan Fisher, Steve Goldston, Chris Hanzo (Executive Director), Jim McKinney, Alisa Messer, Ed Murray, Pablo Rodriguez, Rodger Scott, Kovak Williamson. CALL TO ORDER: The meeting was called to order at 3:05 p.m. at John Adams Campus, Room 139.

MINUTES: The minutes of 2/27/10 were approved.

VICE PRESIDENT’S REPORT: Ed Murray chaired this meeting for President Goldstein
Motion: We should donate $200 to Pride at Work. Seconded and passed.
Motion: We should open a COPE meeting. Seconded and passed.
Motion: We should endorse Rafael Mandelman as SF District 8 supervisor. Seconded and passed.
Motion: We should endorse Deborah Walker as SF District 2 supervisor. Yes: 14. Abstain: 2. Motion passed. A few felt that we did not have enough information on this candidate.
Motion: We should close the COPE meeting. Seconded and passed.

PRECINCT REPORTS: Robert Schuricht reported that classes, in effect, are being outsourced to Kaplan schools. According to the State Chancellor, Kaplan was authorized by his office to advertise a discount for community college students because the community colleges are offering fewer classes due to the budget crisis. Billington Mbolo noted that we must be sure that all members are receiving the AFT2121's election ballots.

DISABILITY INSURANCE FOR PART-TIMERS: Carmen Roman-Murray announced that material is being distributed on State Disability Insurance. Part-timers can now join SDI separately from full-timers, but the CCSF part-timers have to vote as a body to do so.

TREASURER'S REPORT: Kovak Williamson reviewed AFT2121 Contributions for Fiscal Year 2010 and a spreadsheet of budget to actual expenditures.

CAMPAIGN DONATIONS: We tabled discussion on donating to the campaigns of State Congresswoman Jackie Speier and State Assemblyman Tom Ammiano.

BUDGET REPORT: Chris Hanzo reported that we want the step increases reinstated beginning July 1. We have costed out the step increases and the District estimates are much too high. Health insurance costs are the major expense. The budget outlook continues to be gloomy and we must continue actions such as the march in Sacramento. Marc Kitchel reviewed the SFCCD Schedule of Revenues of the Unrestricted General Fund for the Fiscal Year 2009/10. We have $6.6 million in the designated reserve and have spent $2 million to stay in balance. CCSF has reduced spending in salaries. We can't cut classes further because if we fall below the base we lose state funding. We don't have enough revenue or reserve and may only be able to make ends meet for another year. We need growth money and money from outside sources. The passage of a new city land parcel tax is critical.

HEALTH INSURANCE ALTERNATIVES: We will negotiate to have the District pay their fair share. The approximate percentage rate increases in health insurance are: Blue Shield 11%,  Kaiser 4%, and City Plan 15%. The Delegate Assembly must direct the Local to proceed with one of two proposals on employee payments. The figures below would be applied if the District pays the total increase. Figures that would be applied if the District does not pick up the total increase will need to be negotiated

Plan D: Spreads the District’s subsidy across all plans by an equal percentage. Blue Shield: member $30.44, member+1 $131.80, member+2 $312.77; City Plan: member $196.90, member+1 $444.57, member+2 $744.95; Kaiser: member $0, member+1 $43.77, member+2 $208.81.

Plan F: Subsidizes Blue Shield and City Plan somewhat more than Kaiser in view of their much higher premiums. Blue Shield: member $26, member+1 $116.19, member+2 $294.19; City Plan member $163.69, member+1 $371.12, member+2 $646.42: Kaiser: member $0, member+1 $80, member+2 $245.

Motion: We should negotiate for the implementation of plan D. In favor: 6.  
Motion: We should negotiate for the implementation of plan F.  In favor: 8.
The negotiating team will negotiate according to the intent of plan F, which is to provide somewhat greater offset to Blue Shield and City Plan’s greater increases.

AFT2121 ELECTIONS COMMITTEE: Charles Belbin and John Robinson reported on the elections process. Consensus existed to make an effort to have one member present from each side for president and treasurer during the ballot counting.

RETIREE CHAPTER: Retirees Ann Killebrew of AFT2121 and Pat Crawford of CFT presented the advantages of reviving our retiree chapter. Retirees can be called upon to help the union in such tasks as doing mailings, counting ballots, and providing representation at the San Francisco Health Service System meetings. A retiree chapter is a necessity in order to help protect our retirement benefits as the economic crisis deepens. STRS is solvent compared to 401k’s and has lost very little. We must preserve that solvency. In addition, a retiree chapter can offer social benefits by establishing a book club, garden club, lunches, cultural events, health insurance committees, legislative committees, a transportation committee for elections and medical services, etc. Since an increasing number of babyboomers will be retiring, we will also need the participation of our younger members to help our union brothers and sisters. Cliff Leihe called on volunteers for the CFT Retirement Committee. We should also start a retirement column in Union Action. Contact AFT2121 for more information.

SB955: Pat Crawford urged that members contact their legislators to vote No on SB955, which aims to gut the seniority system for teachers.

OLD BUSINESS: We discussed earning unit credit for column movement for those who have written books or done other work such as establishing the reading garden in lieu of attending classes for unit credit.
Motion: We should explore the concept of earning unit credit through work other than taking classes. Seconded and passed.

NEW BUSINESS: Allan Fisher reported that demonstrations for immigrant rights and money for education are taking place in many cities in light of the budget crisis and anti-immigrant actions in Arizona. He announced a march followed by a rally ate Civic Center on May 1.
Motion: We should support the San Francisco Board of Supervisors' call for actions against the state of Arizona. Seconded and passed.

Motion: We should donate $250 to the May 1 March Committee. Seconded and passed.

ADJOURNMENT: The meeting was adjourned at 5:07 p.m.
